They don’t call the Oval Office the “bully pulpit” for nothing. You’re correct that Congress is the only body capable of passing legislation, but the Pray for Maui shirt is effectively the leader of his political party unless he abrogates that position by simply refusing to lead. I’m not saying that Obama could have given us a public option just by tugging at his shirt and pronouncing “Make It So.” However, when his administration lobbies Congress to get something passed, by and large it gets passed. Whatever the separation of powers was intended when the Constitution was first drafted, the Presidency has become a powerful force in creating policy and drafting law. Roosevelt is a good example here: most of the New Deal policies and laws were initiated out of offices in his administration. Roosevelt himself is quoted as saying, “I agree with you. I want to do it. Now make me do it.” For someone who has as impressive a track record in getting his policies turned into law, we seriously question why Obama has chosen not to fight on issues like the public option and civil rights. Behavior like this is why he’s not viewed as a progressive, or even necessarily liberal. Just centrist.
